Power Struggle Intensifies Within PPDA

Karachi, February 9, 2026: An internal power struggle between two groups within the Pakistan Petroleum Dealers Association (PPDA) has intensified following the granting of a trade organization license by the Directorate General of Trade Organizations (DGTO) and the expectation of restoration of voting rights in the Executive Committee and General Body of the Federation of Pakistan Chambers of Commerce and Industry (FPCCI) after two years.

 

According to sources within the association, one group has become active in an attempt to place its supporters in key positions, allegedly taking advantage of the advanced age of PPDA Chairman Abdul Sami Khan. The rivalry became evident during a recent PPDA press conference, where members of the two groups confronted each other over official positions, with the situation reportedly nearing a physical clash. Chairman Abdul Sami Khan intervened and instructed participants to maintain restraint.

During the press conference, a junior office-bearer reportedly insisted on the removal of one junior and one senior official from the association. However, the move did not succeed after the DGTO issued an official letter granting administrative powers to the Senior Vice Chairman. The letter was presented to members during the press conference, effectively countering the claims made by the opposing group.

The PPDA was established nearly 45 years ago through the efforts of Chairman Abdul Sami Khan, Malik Khuda Baksh, and other founding leaders who have since passed away. Over the years, the association expanded its presence nationwide and gained official recognition due to sustained efforts by its leadership. The association’s standing enabled it to effectively represent petroleum dealers and engage with relevant ministries and departments connected to the petroleum and gas sector.

However, following the issuance of the DGTO license, a group of relatively newer members has reportedly formed a separate faction aimed at gaining control of key positions within the association. Allegations have surfaced that efforts are underway to sideline senior leadership, including Chairman Abdul Sami Khan.

PPDA members have expressed concern that continued internal divisions and personal interests could jeopardize the unity and future of the association if differences are not resolved amicably.
