Court Seeks Sindh Government’s Response on Petition Against E-  Challan, Heavy Fines, and Bus Age Limit

KARACHI: 11-12-2025: The Sindh High Court has sought a detailed response from the Sindh government in a petition filed by the Karachi Bus Owners Association challenging e-challans, heavy fines, and restrictions related to the age of public buses and mini coaches.
The constitutional petition was heard before Justice Adnan Iqbal Chaudhry.
During the proceedings, Justice Chaudhry questioned the counsel for the Bus Owners Association, Advocate Munsif Jan, about the legal grounds on which the petition had been filed against the Sindh government.
Advocate Munsif Jan informed the court that the notification issued by the Sindh government on 01-01-2025 was illegal, as no such details or authority exist in the relevant law. He stated that the impugned notification, issued under Section 121- A of the Motor Vehicles Ordinance, 1965, had been challenged in the petition. He further argued that a plain reading of Section 121-A shows that it does not empower the Sindh government to impose excessive fines or introduce an E- Challan system in the manner done.
After hearing the preliminary arguments, the court adjourned the case until 15 January 2026 and directed the Sindh government to appear on the next date fully prepared and submit a written reply explaining under which law the notification was issued.
President of the Bus Owners Association Farooq Ahmed, senior member Khayal Muhammad, Din Muhammad, and Ejaz Qureshi were also present during the hearing.
