Karachi – Pakistan : District Chair for Rotary District 3271 for Tax, Ms. Zareen Ansari organized an engaging and thought-provoking seminar titled “Tax Structure and Fundamentals of Income Tax System in Pakistan” at the Jasmine Hall, Karachi Gymkhana, bringing together professionals, businesspersons, social leaders, and members of the Rotary community for an in-depth discussion on the country’s evolving taxation landscape.Held under the Rotary theme “Unite for Good,” the seminar reflected the organization’s commitment toward public awareness, civic responsibility, and constructive dialogue on national economic challenges.
The session was conducted by Fahad Ansari and featured notable Rotary leadership including District Governor 2025–2026 Shakeel Qaimkhani, DG Designate Mr. Shahzad Sabir, DG Nominee Mr. Fahad Sikandar and DG DG Nominee Mr. AbdulJabbar and District Chair Tax Facilitation Committee Zareen Ansari.The learned speakers were;1) Mr Imtiaz Ahmed Solangi2) Mr Ammar Ather Saeed 3) Mrs SheherBano Walajahi 4) Mr Mohammed Tariq Masood Who collectively emphasized that taxation remains one of the most critical pillars for economic sustainability, yet Pakistan continues to face serious structural weaknesses within its tax regime. Discussions reportedly revolved around the narrow tax base, excessive reliance on indirect taxation, undocumented sectors of the economy, and the burden placed disproportionately on salaried and compliant taxpayers.Ms. Zareen Ansari in her keynote speach highlighted the urgent need for broadening the tax net rather than repeatedly increasing tax rates on already documented sectors.
The speakers noted that millions high net worth individuals remain outside the formal tax structure, resulting in reduced national revenue collection and greater dependency on external borrowing.It was further discussed that without meaningful reforms, transparency, and digitization, sustainable economic growth would remain difficult to achieve.The seminar also explored the complexities faced by small and medium enterprises (SMEs), particularly regarding compliance procedures, inconsistent policies, and regulatory ambiguities. Participants were encouraged to view taxation not merely as a legal obligation, but as a shared national responsibility directly linked to infrastructure, public services, education, and economic development.District Chair Zareen Ansari reportedly stressed the importance of tax awareness and facilitation, especially for new entrepreneurs and young professionals unfamiliar with Pakistan’s income tax framework. She emphasized that informed citizens and transparent systems can help reduce mistrust between taxpayers and institutions.District Governor Shakeel Qaimkhani appreciated the initiative and observed that forums of this nature create meaningful engagement between professionals and civil society.
He underlined Rotary’s role in promoting ethical leadership, accountability, and informed citizenship. The seminar concluded with an informal interactive question-and-answer session over high tea, where participants intermingled with the speakers and continued discussions on possible reforms, taxpayer facilitation mechanisms, and the future direction of Pakistan’s fiscal policies. Muhammad Ali Haider, Fawad Sheikh and Aslam Khaliq presented flower bouquets and shields to the guests. The event served not only as an educational platform but also as a reminder that addressing Pakistan’s economic challenges requires collective awareness, institutional trust, and a fairer, more inclusive taxation system.
