Pakistan Urges Afghan Taliban to Take Decisive Action Against Terrorist Groups

Afghan Taliban authorities face calls from Pakistan at the United Nations to address militant groups, women's rights and refugee concerns.

Afghan Taliban urged by Pakistan to act against terrorist groups operating from Afghan territory.

Pakistan has urged the Afghan Taliban authorities to take decisive action against terrorist groups operating from Afghan territory. It has also raised concerns over what it described as the Taliban’s complicity and support for militant organisations, including the Tehreek-e-Taliban Pakistan (TTP).

Counsellor Muhammad Jawad Ajmal of Pakistan’s Permanent Mission to the United Nations made the remarks during an interactive dialogue with the Special Rapporteur on the situation of human rights in Afghanistan. The discussion took place in the Third Committee of the UN General Assembly.

According to a statement issued by Pakistan’s Permanent Mission, Ajmal said terrorism remained at the heart of Afghanistan’s challenges.

Pakistan Raises Concerns Over Militant Groups

Ajmal expressed concern over the presence and activities of several militant groups allegedly operating from Afghan territory. He named the TTP, Balochistan Liberation Army (BLA), Majeed Brigade, Islamic State Khorasan Province (IS-K) and Eastern Turkistan Islamic Movement (ETIM), along with their affiliates.

He also alleged links between the Afghan Taliban authorities and these groups. Ajmal referred to the role of external actors in supporting proxy elements targeting Pakistan and neighbouring countries.

He said the Taliban’s failure to publicly denounce these organisations raised serious questions about their alleged complicity and support.

Pakistan has repeatedly called on the Afghan Taliban administration to prevent militant groups, particularly the TTP, from using Afghan territory to launch attacks inside Pakistan. Relations between the two countries have remained strained amid recurring security concerns and cross-border violence.

Pakistan Cites Civilian Deaths and Right to Self-Defence

Ajmal said more than 4,700 Pakistanis had lost their lives in terrorist attacks over the previous three years. He attributed these attacks to groups operating from Afghan territory.

Referring to Pakistan’s actions on March 16, he said Islamabad had targeted military installations and what it described as terrorist support infrastructure. These included drone and ammunition storage facilities allegedly used by the TTP.

Ajmal said Pakistan could not remain passive in the face of continued attacks against its people and national security.

He reaffirmed that Pakistan would exercise its right to self-defence when necessary and in accordance with international law. He urged the Afghan Taliban authorities to honour their international commitments and prevent their territory from being used for attacks against neighbouring countries.

Pakistan Calls for an End to Restrictions on Women

The Pakistani representative also raised concerns over restrictions on women and girls in Afghanistan.

Ajmal said the denial of fundamental freedoms and basic dignity to women and girls contradicted the Afghan Taliban’s international commitments. He argued that discriminatory practices were also inconsistent with Islamic laws, traditions and the fundamental principles of the Muslim faith.

He recalled that Pakistan hosted the ninth Organisation of Islamic Cooperation (OIC) Ministerial Conference on Women in Islamabad in July 2026.

The conference adopted the Islamabad Declaration, which expressed concern over the Taliban’s continued restrictions on Afghan women and girls, according to the Pakistani statement.

Pakistan Calls for International Support for Afghan Refugees

Ajmal also highlighted Pakistan’s longstanding role in hosting Afghan refugees over several decades.

He said Pakistan had accommodated millions of Afghans, often without adequate international support. He added that Islamabad continued to facilitate vulnerable Afghans within its available capacity.

However, he called on the international community to share responsibility for addressing the refugee situation and provide greater support.

Ajmal concluded by reaffirming Pakistan’s commitment to a stable, peaceful and prosperous Afghanistan that lives in harmony with its people and neighbouring countries.
