Hyderabad – Nazeer Ashraf Laghari is no longer the Vice Chancellor of Isra University as his tenure had expired on 23 June 2023. Worthy Chancellor Prof. Dr. Ghulamqadir Kazi has the authority as per Section 8(2) of the Isra University Act to make arrangements for the office of the Vice Chancellor.*
The High Court of Sindh, Karachi Divisional Bench, has dismissed the appeal filed by Dr. Nazeer Laghari and has upheld the 15-08-2023 order of the Single Bench of the High Court of Sindh, Karachi, whereby Dr. Nazeer Laghari was restrained from functioning as the Vice Chancellor of Isra University. Thus, Dr. Nazeer Laghari shall not function as the Vice Chancellor since his tenure had already expired on 23-06-2023.
The Divisional Bench has also clarified in its order on 15-09-2023 that under section 8(2) of the Isra University Act, since the office of the Vice Chancellor is vacant, the Chancellor is at liberty to make necessary arrangements for the office of the Vice Chancellor. Thus, the Chancellor, Dr. Ghulamqadir Kazi can issue directions under section 8(2) for the notification of an Acting Vice Chancellor as the Chancellor deems fit for an interim period until a tenured Vice Chancellor is appointed under section 8(1) of the Isra University Act.
The Chancellor, Prof. Dr. Ghulamqadir Kazi and the lawful authorities of Isra University request the police and law enforcement authorities to enforce the orders of the court and end the illegal occupation of the Hyderabad Campus by Dr. Nazeer Laghari and his armed goons and private gunmen.
The High Court of Sindh, Hyderabad, in its order on 24-08-2023, has already directed the police to comply with the orders of 15-08-2023, whereby Nazeer Laghari shall not function as the Vice Chancellor of Isra University, Hyderabad.
