Turkmenistan: Turkmenistan is preparing to present a broad range of diplomatic and development initiatives at the 81st session of the United Nations General Assembly, focusing on peace, neutrality, preventive diplomacy, sustainable development and international cooperation.
The country says its foreign policy remains rooted in permanent neutrality, peaceful dialogue and cooperation. It plans to use the upcoming UN session to promote practical measures addressing major global challenges.
Peace and Preventive Diplomacy
Turkmenistan plans to hold intergovernmental consultations on a proposed Strategy for Universal Peace. The strategy would focus on peace, security and preventive diplomacy.
The country also intends to propose declaring 2027–2037 the UN Decade of Dialogue and Preventive Diplomacy.
Another proposal calls for creating a UN Group of Friends of Multilateralism and the Sovereign Equality of States.
Turkmenistan is also continuing work on establishing a University of Peace and Neutrality. It plans consultations on an academic centre focused on peace, neutrality and preventive diplomacy.
Artificial Intelligence and Digital Cooperation
Digital technology and artificial intelligence will also feature prominently in Turkmenistan’s agenda.
The country plans to propose an International Code on the Peaceful Use of Artificial Intelligence in International Relations and Diplomacy.
Ashgabat also plans to host an international expert dialogue on digital trust and responsible AI use with UN support.
Transport and Sustainable Development
Turkmenistan will continue promoting international transport cooperation and sustainable connectivity.
The country plans to develop a Global Atlas of Sustainable Transport Connectivity following the adoption of the UN Decade of Sustainable Transport 2026–2035 resolution.
It will also explore the establishment of an International Center for Sustainable Trade Logistics and Customs Cooperation.
Another proposal seeks a transregional transport corridor linking South and Central Asia with Europe through the Caspian Sea. Turkmenistan says the corridor could strengthen trade and economic cooperation between the regions.
Climate and Energy Priorities
Climate change, environmental protection and energy connectivity remain key elements of Turkmenistan’s international agenda.
The country plans to propose the Ashgabat Climate Dialogue as a multilateral platform for climate cooperation.
Turkmenistan will also promote initiatives to strengthen climate resilience in regions facing drought and water shortages.
Consultations are also planned for a high-level forum titled “Stable Energy for All.”

Women, Youth and International Law
Turkmenistan intends to expand cooperation on women and youth through regional and international platforms.
The country plans to strengthen the Dialogue of Women of Central Asia and cooperation with UN bodies under the Women, Peace and Security agenda.
It will also promote greater youth participation in peace and international initiatives through the Central Asian Youth Dialogue.
International law remains another priority. Turkmenistan plans to promote its proposal to declare 2028 the Year of International Law and hold an international forum linking international law with disarmament, neutrality, preventive diplomacy and sustainable development.
Turkmenistan will also continue its work as a member of the UN Economic and Social Council for the 2026–2028 term.
The country is preparing to seek election to the UN Security Council for the 2031–2032 term, alongside nominations for other UN bodies.
Turkmenistan says its priorities for the 81st General Assembly reflect its commitment to permanent neutrality, peaceful dialogue and international cooperation. The initiatives aim to strengthen global peace and security while supporting sustainable development and mutual understanding.
