ISLAMABAD: The Senate approved the Digital Nation Pakistan Bill 2025 on Tuesday, aiming to revolutionize Pakistan’s economy, governance, and public services by adopting global digital standards.
The bill, presented by Minister for Law, Justice, and Human Rights Azam Nazeer Tarar, was passed despite significant opposition protests. This landmark legislation aspires to position Pakistan as a digitally empowered nation by fostering a dynamic digital society, a thriving digital economy, and modernized governance systems.
Recognizing the transformative potential of digital technologies for innovation, economic growth, and societal well-being, the bill focuses on accelerating sustainable development, enhancing public service delivery, and promoting transparency and efficiency in governance.
According to the bill’s objectives, the Digital Nation Pakistan Act 2025 aims to harness digital advancements to drive innovation, improve governance, and enhance public services. It establishes key governance entities such as the National Digital Commission (NDC), the Strategic Oversight Committee (SOC), and the Pakistan Digital Authority (PDA).
The NDC, chaired by the prime minister, will define the strategic vision for digital initiatives, while the SOC will oversee the performance of the PDA to ensure alignment with the National Digital Master Plan. This master plan is a comprehensive strategy to streamline digital efforts across federal, provincial, and local levels, eliminate redundancies, and improve service delivery.
A key feature of the bill is its focus on robust data governance to manage and secure digital data effectively. It also emphasizes the creation of digital public infrastructure and a data exchange layer to foster innovation, improve services, and protect citizen privacy.
