All Pakistan Custom Agents Association (APCAA) Denounces Unsubstantiated Allegations by Chairman, All Pakistan Shipping Association.

(Karachi): Maqbool A. Malik, Chairman of the All Pakistan Customs Agents Association (APCAA) and Sheikh Muhammad Tariq, Vice Chairman representing custom agents across the nation, strongly condemns and expresses serious concern regarding the recent statement made by Mr. Asim Siddiqui, Chairman of All Pakistan Shipping Association. In a statement published in the print media, Mr. Siddiqui alleged embezzlement and defalcation by custom agents in their supposed discounts, presenting baseless accusations against an integral sector of the trade industry.

Maqbool A. Malik, Chairman of the All Pakistan Customs Agents Association (APCAA) categorically denies these allegations and emphasizes that the financial transactions with importers and exporters are conducted transparently through banking channels and pay orders. Custom agents have consistently played a crucial role in exposing irregularities and overcharging practices within the shipping industry, which are well-documented and acknowledged by various sectors.

Sheikh Muhammad Tariq, Vice Chairman of the All Pakistan Customs Agents Association (APCAA) relentless and unyielding attitude displayed by the Shipping Association, particularly by making unfounded accusations, not only undermines the credibility of custom agents but also diverts attention from the real issues at hand. It is evident that shipping companies engage in practices that adversely affect the trade environment and place a substantial financial burden on the country’s economy.

Sheikh Muhammad Tariq, Vice Chairman of the All Pakistan Customs Agents Association (APCAA) The absence of adequate controlling legislation and a code of conduct has allowed shipping companies to operate ceaselessly and unrestrained. The exorbitant charges for Terminal Handling Charges (THC), container detention, and undisclosed fees have plagued the entire trade sector for an extended period. Of particular concern is the repetition of similar charges by Terminal Operators, compounding the financial strain on importers and exporters.

Maqbool A. Malik, Chairman and Sheikh Muhammad Tariq, Vice Chairman of the All Pakistan Customs Agents Association (APCAA) urgently calls upon the concerned government authorities to intervene and address the issue of realistic charges in alignment with Chapter XXVI of the Shipping Rules, as notified in SRO 450(I)2001. The Association advocates for the establishment of a comprehensive regulatory framework to curb the arbitrary practices of shipping companies and ensure a fair and transparent trade environment.

As the only nationally recognized stakeholder by the Government of Pakistan, APCAA remains dedicated to serving its members across the country. The Association continues to raise its voice for the welfare of its members and strongly opposes the false and deniable acquisition attempts by the All Pakistan Shipping Association.
