NEPRA Concludes Hearing on K-Electric’s PKR 43.6 Billion End-of-Term Adjustment Claims

KARACHI: National Electric Power Regulatory Authority (NEPRA) has concluded a public hearing on K-Electric’s petition regarding End-of-Term (EoT) adjustments under its approved Multi-Year Tariff (MYT) framework for the period spanning FY2017 to FY2023.

The hearing focused on adjustment mechanisms that were previously incorporated and approved by NEPRA under K-Electric’s MYT determination and subsequent mid-term review for the seven-year control period.

According to details shared during the proceedings, K-Electric informed the regulator that its cumulative EoT adjustment claim stands at approximately PKR 43.6 billion.

The company explained that the claim includes several financial components, including the impact of exchange rate fluctuations on the approved Return on Equity (RoE), investment-related adjustments, and working capital actualization based on actual balances compared with projected benchmarks approved under the MYT framework.

K-Electric also requested approval for pass-through claims relating to taxes paid during the control period, stating that the claims were submitted strictly in accordance with NEPRA’s approved tariff determination.

During the hearing, the utility maintained that all submitted claims were fully aligned with the methodologies, provisions, and regulatory mechanisms already approved by NEPRA for the FY2017–FY2023 tariff period.

The company emphasized that the End-of-Term adjustment process was a predefined regulatory requirement under the MYT structure and intended to reconcile projected financial assumptions with actual operational and economic conditions during the control period.

The hearing is considered an important step in the regulatory review process that will determine the final settlement of financial adjustments between the utility and the regulator under the MYT framework.

NEPRA is expected to issue its detailed determination after reviewing submissions, stakeholder feedback, and relevant regulatory provisions.
