Easing Regulations to Outpace Global Rivals

MENLO PARK, Calif. — In a 14-page manifesto titled The Future is for Everyone, Meta Platforms CEO Mark Zuckerberg Meta AI initiative called on US policymakers to reduce regulatory hurdles for open-weight artificial intelligence, arguing that strict domestic data and distillation controls threaten America’s ability to compete with Chinese developers.

The announcement coincided with Meta releasing Muse Glimmer, a compact open-weight model designed to run agentic tasks directly on desktop PCs and Macs equipped with a single graphics card.

“The notion that AI is so dangerous that the only safe path is an extreme concentration of power seems inherently problematic,” Zuckerberg stated in an accompanying video post, emphasizing that broader distribution of technology is safer than centralization.

The Rising Shift Toward Open-Weight Architecture

As enterprise bills for proprietary models rise alongside heightened cybersecurity concerns, the industry is increasingly leaning toward open-weight alternatives. Unlike fully closed systems managed by OpenAI, Anthropic, and Google, open-weight models allow developers to inspect, customize, and deploy AI on local infrastructure.

Chinese AI startups have capitalized on this momentum, with models like Moonshot’s Kimi K3, Alibaba’s Qwen3.8-Max, and DeepSeek’s V4-Flash rivaling top American closed systems.

$1 Billion Infrastructure Fund and Regulatory Reform

To address growing local opposition to data center developments—a major hurdle as Meta’s capital expenditures near $145 billion this year—Zuckerberg unveiled a $1 billion community fund to support regions hosting Meta infrastructure.

Additionally, Meta plans to release the weights for Muse Spark 1.2, its most advanced model produced by its superintelligence division. To balance safety and open innovation, Meta is implementing a governance structure that grants independent directors oversight to approve safety thresholds prior to future model releases.
