Syed Naveed Qamar was born on September 22, 1955 in Sindh Karachi. He is the son of Qamar-uz-Zaman Shah and a Pakistani politician who was once a member of National Assembly of Pakistan. He served as a Minister of Defence and Minister of Finance in between 2008 to 2013.
Syed Naveed Qamar did B.Sc (Hons) from Manchester University in 1976, MS in Management from Northrop University in 1978 and MBA degree from California State University in 1979. Syed Naveed Qamar is married and has three daughters and a son.
He began his politician career by electing to the Provincial Assembly of Sindh from the platform of Pakistan People’s Party (PPP) in 1988 from Hyderabad. He served from 19 November 1988 till 6 August 1990. Then he was elected to the National Assembly of Pakistan in 1990 on Pakistan Peoples Party’s ticket.
He became chairman of the Privatization Commission of Pakistan in 1993 again. Afterwards he was appointed as the Federal Minister for Finance and Privatization in 1997. He was re-elected to the National Assembly in 2002 on Pakistan Peoples Party’s ticket from NA-222. He was re-elected to the National Assembly in 2008 and was made Federal Minister for Privatization.


He was made Federal Minister for Petroleum & Natural Resources in 2009; afterwards he was removed from the post of Federal Minister for Petroleum & Natural Resources and was given portfolio of Ministry of Water and Power in March 2011. In 2011, he was made Federal Minister for Defence.
He was made the Parliamentary Leader of Pakistan People’s Party in the National Assembly, where he served until 2018. He also served as the Chairman Standing Committee on Railways from 2013 till 2018.
In July 2017, after the resignation of Nawaz Sharif, Syed Naveed Qamar was nominated as the party’s candidate for the office of Prime Minister by Pakistan People’s Party. Afterwards he was then elected to the National Assembly as a candidate of PPP in 2018 and is serving as the Chairman Standing Committee on Commerce from September 2018.
