ISLAMABAD: Pakistan’s National Database and Registration Authority (NADRA) is transforming into a digital trust guarantor through homegrown innovation. As part of this major evolution, the authority has officially launched the new NADRA QR code identity cards Pakistan initiative to simplify public and private sector access.
Created over 25 years ago, the body is evolving from an institution that merely issues digital ID credentials into one that enables secure, trusted access across the wider digital economy. Coupled with sustained government investment and expanding partnerships, NADRA is leveraging local capacity to modernize the country’s identification framework.
The introduction of these chipless cards marks a key milestone in technological self-reliance, eliminating reliance on imported microchips while streamlining practical identity verification nationwide.
Features of the New Chipless Smart ID System
The newly launched card, which went operational on August 14, is manufactured domestically by the National Security Printing Company (NSPC) in Karachi according to NADRA’s technical and security specifications.
Key details of the new system include:
QR-Based Verification: The imported microchip has been replaced with a secure QR code that can be scanned using an ordinary smartphone via the PakID app.
Legal Amendments: The federal government approved amendments to the National Identity Card Rules 2002 and Pakistan Origin Card Rules 2002 on February 23 to integrate stronger anti-fraud controls and biometric recognition.
Phased Rollout: The chipless NADRA QR code identity cards Pakistan system will initially replace standard national ID cards before expanding to specialized card categories in January.
App Integration: The PakID mobile application surpassed 18 million downloads last month as mobile-first verification gains momentum.

Building a Broader Digital Ecosystem
This development aligns with NADRA’s broader effort to build a comprehensive digital identity ecosystem. The framework encompasses a national digital ID, a PakID vault, verifiable credentials, QR code document verification, and a consent-based data-sharing system.
The initiative is overseen alongside broader objectives set by the Pakistan Digital Authority, created last year to steer the nation toward its “Digital Pakistan 2030” goals. Concurrently, the Ministry of IT is launching nationwide digital skills programs to prepare the workforce for an increasingly digital economy.
