Karachi, March 9, 2026: A seminar on Protection Against Harassment at Workplace was organized by the Federal Ombudsman Secretariat for Protection Against Harassment (FOSPAH) at Liaquat National Hospital, Karachi.
Speaking on the occasion, Chairperson FOSPAH Ms. Fauzia Viqar said that women constitute nearly 50 percent of the population, yet they make up only around 22 percent of the workforce, out of which nearly 60 percent are uneducated.
She emphasized that the issue of workplace harassment is not limited to stopping sexual advances alone, but also involves discouraging practices and behaviors that create barriers for women at the workplace. She stressed that facilities such as separate washrooms, daycare centers, and safe transportation are essential prerequisites for creating a safe and inclusive working environment.

Ms. Viqar further stated that the definition of harassment has evolved over time, expanding beyond the earlier perception that it was limited only to physical contact. She said that the broader understanding now includes various behaviors that undermine dignity and safety at the workplace.
Ms. Sabika Shah, Regional In-charge FOSPAH Karachi, cited a study by AASHA which reports that 93 percent of women face harassment at their workplace. She stressed that harassment is not limited to any gender, age, type of employment, or workplace, and needs to be properly addressed through adequate legal remedies.
Speaking at the seminar, Prof. Dr. Saleha Shahzad of Liaquat National Hospital briefed the participants about the Harassment Committee established at the hospital for the past 15 years. She encouraged employees to report any incidents of harassment so that timely action can be taken against the perpetrators.
The seminar was attended by hospital staff, administrators, and representatives from FOSPAH, aiming to raise awareness about legal protections and institutional mechanisms available to ensure safe workplaces.
