Karachi, 28 Nov 2025– In a significant move to enhance bilateral trade and technical cooperation, the
Pakistan Standards and Quality Control Authority (PSQCA) signed a Memorandum of Understanding
(MoU) with the Federal Agency on Technical Regulating and Metrology of the Russian Federation.
The signing ceremony was organized by EAD and ceremony took place during the 10th session of the
Pakistan-Russia Inter-Governmental Commission (IGC), marking a pivotal step in strengthening the
relationship between the two national standards bodies.
The MoU was signed by Dr. Sayeda Zia Batool, Director General of Pakistan Standards and Quality
Control Authority (PSQCA), and her Russian counterpart. This agreement establishes a formal
framework for collaboration in the critical fields of standardization, metrology, and conformity
assessment.
The key areas of cooperation outlined in the MoU include Exchanging information on national standards
and technical regulations. Sharing publications, research programs, and standardization activities.
Collaborating on national standards development and Coordinating positions for mutual benefit in
international forums.
This strategic partnership is designed to facilitate trade, improve economic relations, and remove
technical barriers by aligning standards and conformity assessment procedures. It will provide Pakistani
exporters with clearer pathways to the Russian market and ensure access to cutting-edge technical
knowledge and best practices.
Dr. Sayeda Zia Batool emphasized that this MoU is a cornerstone of PSQCA's strategy to integrate
Pakistan’s quality infrastructure with global networks, directly supporting the national agenda for
economic growth and industrial competitiveness. This collaboration underscores PSQCA's committed
efforts under the leadership of Dr. Batool to foster international partnerships that benefit Pakistani
industry and consumers alike.
