Director Christopher Wray has named Oliver E. Rich, Jr. as the assistant director of the International Operations Division. He most recently served as the special agent in charge of the San Antonio Field Office in Texas.
Mr. Rich joined the FBI as a special agent in 2004 and was assigned to work white-collar crime and national security investigations in the Houston Field Office. In 2009, he was promoted to supervisory special agent, and managed investigations and operations in the Counterintelligence Division at FBI Headquarters in Washington, D.C.?

Mr. Rich transferred to the Field Flight Operations Unit of the Critical Incident Response Group in 2012, where he managed national aviation operations and flew some of the FBI’s most sophisticated aircraft.?

In 2013, Mr. Rich transferred to the Atlanta Field Office, where he served on multiple operational squads. He was promoted to supervisor of Atlanta’s counterintelligence squad in 2016, and led a team of agents and analysts addressing priority national security threats.?

Mr. Rich was designated leader of Atlanta’s public corruption and civil rights squad in 2019. He was promoted later in the year to assistant special agent in charge of Atlanta’s Criminal Branch. In 2020, he assumed leadership of the Administrative and Operational Support Branch. He was responsible for Atlanta’s crisis-response assets, weapons of mass destruction program, financial management, and tactical teams.?
In 2021, Mr. Rich was promoted to chief of staff for the deputy director.?In 2022, he was named special agent in charge of the San Antonio Field Office.
Before he joined the FBI, Mr. Rich served 12 years on active duty in the U.S. Navy and is retired from the U.S. Navy Reserve. He earned a bachelor’s degree in aviation science from Saint Louis University and a master’s degree in information technology management from the Naval Postgraduate School.?
