NIPA Karachi Concludes 45th MCMC with Certificate Distribution Ceremony

Karachi, January 23, 2026 : The National Institute of Public Administration (NIPA), Karachi, on Friday concluded its 45th Mid-Career Management Course (MCMC) with a Certificate Distribution Ceremony at the NIPA Auditorium, Karachi. The event was attended by senior civil servants, faculty members, and course participants. Mr. Sultan Ali Allana, Chairman HBL, graced the occasion as Chief Guest, while Dr. Syed Saif ur Rehman, PAS, TI, Director General, NIPA, presided over the ceremony.

Addressing the graduating officers, Chief Guest Mr. Sultan Ali Allana stated, “You are capable of producing for your state in the great task of building up this state; you have a magnificent opportunity. This remains true today as it was in 1948.” He further urged the officers, saying, “As you return to your departments and desks, listen more, consult more, share information, remove barriers, coordinate among institutions, and build trust with citizens.” Emphasizing inclusive governance, he added, “Give special attention to those outside the center—the poor and marginalized—use technology wisely, make equitable decisions, and understand the importance of the interplay between merit and progress.”

In his remarks, Director General NIPA, Dr. Saif ur Rehman, said, “The Mid-Career Management Course brings a visible and positive change in officers, evident in their professional outlook, confidence, and leadership approach before and after the training.” Highlighting the value of time and teamwork, he noted, “Time is the most critical resource in public service, and effective governance requires respecting time, valuing others, and working collectively for public good.” He further remarked, “Such training programs equip officers with the skills, ethical grounding, and perspective needed to meet contemporary governance challenges.”

Later, certificates were distributed among the successful participants of the 45th MCMC, marking the completion of an intensive capacity-building program. The ceremony concluded with a renewed pledge by the officers to serve the state with integrity, professionalism, and a commitment to merit-based progress.
