ISLAMABAD – The National Database and Registration Authority (NADRA) has rolled out significant amendments to the National Identity Card Rules, 2002, introducing modern features and stricter verification processes to enhance identity management and curb fraudulent activities.
Under the new regulations, birth registration with the local Union Council is now mandatory to obtain a Child Registration Certificate (Form-B).
Key Updates Include:
- New Non-Chip CNICs will now display personal details in both Urdu and English and feature a QR code—with no additional fee.
- Biometric and Visual Data Requirements:
- Children under 3 years: No photo or biometrics needed.
- Children aged 3–10: Photo and iris scan required.
- Children aged 10–18: Photo, biometric data, and iris scan mandatory.
Each child will now receive a separate Form-B with a specified validity period. While older Form-Bs will still be accepted, a new one must be obtained for passport applications.
These measures aim to prevent fake entries and help combat child trafficking.
Family Registration Certificate (FRC) Legalized:
FRCs now hold legal status, and applicants must declare that the provided family data is accurate. Individuals can update family details either through NADRA’s mobile app or by visiting a NADRA office.
- For men with multiple spouses, all family members must be listed.
- Women may choose to display either their father’s or husband’s name on their ID card.
Administrative Reforms:
- Decisions on cancellation, suspension, or reinstatement of CNICs must be finalized within 30 days.
- Non-chip CNICs will now come with smart card features, but at a lower cost and faster processing time compared to full smart cards.
These reforms are part of NADRA’s efforts to modernize its systems and enhance data security, ensuring more accurate and reliable identity documentation for Pakistani citizens.
