KARACHI – CGA & PSQCA Sign Landmark MoU to Digitize Financial Systems, Ensuring Transparency & Efficiency In a significant stride toward institutional modernization and financial reform, the Controller General of Accounts (CGA) and the Pakistan Standards & Quality Control Authority (PSQCA) have entered into a strategic partnership through a Memorandum of Understanding (MoU). The agreement marks the official commencement of the Financial Accounting and Budgeting System (FABS) implementation within PSQCA. This initiative forms the core of the reform agenda led by the incumbent Director General- PSQCA, Dr. Sayeda Zia Batool, in line with the vision of the Honorable Minister for Science & Technology, Mr. Khalid Hussain Magsi, to strengthen governance, ensure fiscal discipline, and enhance public trust through full digitization and transparency.
The MoU was signed by the Director General (Management Information Systems), Mr. Abdul Basit Jasra on behalf of CGA and by the Director General (PSQCA), Dr. Sayeda Zia Batool, on behalf of PSQCA. The signing ceremony was witnessed by the Secretary of the Ministry of Science & Technology, Mr. Shahid Iqbal Baloch, who appreciated this initiative as a significant step toward ensuring financial transparency, accountability, and institutional efficiency within PSQCA. Under the MoU, the CGA, through its Directorate General (Management Information Systems), will provide comprehensive technical support to integrate FABS across PSQCA’s headquarters in Karachi and all regional offices.
Key components of the collaboration include: i. Automation of Payroll & Pension Systems: Software licenses will be provided free of cost to digitize and streamline salary and pension disbursements. ii. Deployment of Expert Resources: Specialized SAP professionals will be engaged to ensure seamless system implementation and management. iii. Capacity Building: PSQCA staff will receive structured training to independently operate and maintain the system in the long term. iv. National Financial Alignment: The system will adopt the National Chart of Accounts, ensuring standardized, transparent, and audit-ready financial reporting.
PSQCA shall be overseeing the procurement of necessary hardware and secure network infrastructure to support the new system. Dr. Sayeda Zia Batool emphasized that this partnership is a fundamental reform to eliminate manual processes, reduce discretion, and ensure real-time accountability. The MoU signing underscores the Government of Pakistan’s vision for a “Digital Pakistan” and demonstrates PSQCA’s role in embracing innovation to improve service delivery, operational efficiency, and public confidence.
