Islamabad : As part of the 45th Mid-Career Management Course (MCMC), participants of the National Institute of Public Administration (NIPA), Karachi, undertook an Inland Study Tour and called on senior federal leadership in Islamabad on January 5, 2025. The study tour is designed to expose mid-career civil servants to federal policymaking, inter-institutional coordination, and governance challenges at the national level.
During the visit, the participants called on Federal Minister for Interior and Narcotics Control, Mr. Mohsin Naqvi, who interacted with the officers and shared insights on internal security, administrative reforms, and public service delivery. Addressing the participants, the Federal Minister stated, “Effective governance requires civil servants who are adaptable, decisive, and grounded in field realities. Internal security and public administration are deeply interconnected, and your role as future leaders is critical in ensuring stability and public trust.” He added, “Capacity building through courses like MCMC strengthens institutional memory and policy continuity.” He further remarked, “Civil servants must uphold integrity and professionalism while responding to emerging challenges faced by the state.”
The participants also called on Federal Minister for Planning, Development and Special Initiatives, Mr. Ahsan Iqbal, who emphasized the importance of strategic planning and evidence-based policymaking. Speaking on the occasion, he said, “Pakistan’s progress depends on long-term planning, institutional coordination, and continuity of development policies. Civil servants are the backbone of translating national visions into actionable outcomes.” He further stated, “Development planning must be aligned with sustainability, technology, and human development.” He added, “Your training at mid-career stage is crucial for preparing you to lead complex reforms in the future.”
The Inland Study Tour provides MCMC participants with firsthand exposure to federal institutions and leadership, enhancing their understanding of national governance frameworks, policy formulation, and implementation mechanisms. NIPA Karachi continues to play a pivotal role in strengthening the capacity of civil servants through structured academic learning and practical exposure.
