Ukraine, Saudi Arabia Sign Defense Pact to Boost Security and Drone Technology Cooperation

Ukraine and Saudi Arabia have signed a new defense cooperation agreement aimed at strengthening bilateral security, advancing technological collaboration, and expanding investment in defense infrastructure.

The agreement was announced by Ukrainian President Volodymyr Zelenskyy during his visit to the Kingdom, ahead of a key meeting with Saudi Crown Prince Mohammed bin Salman. Zelenskyy described the pact as a significant step toward protecting lives and sharing critical defense expertise between the two nations.

The deal lays the foundation for future defense contracts, joint technological initiatives, and increased investment in security infrastructure. It also reinforces Ukraine’s growing role as a contributor to global security, particularly in the field of counter-drone warfare.

Zelenskyy highlighted that Ukraine’s battlefield experience since 2022—particularly in countering large-scale drone and missile attacks from Russia—has enabled it to develop advanced and practical solutions to modern aerial threats. These capabilities, he said, could be highly valuable for Gulf countries facing similar risks, especially from Iranian-backed drone systems.

Ukrainian-developed interceptor drones and trained personnel have already been deployed in several Gulf states, including the UAE and Qatar, with plans to expand cooperation to Jordan and Kuwait. According to Zelenskyy, while regional air defense systems are effective against ballistic missiles, they remain less efficient in dealing with short-range threats such as FPV drones and Iranian-designed “Shahed” drones.

He noted that Ukraine offers cost-effective alternatives to expensive missile defense systems like the Patriot PAC-3, making its expertise particularly attractive for countries seeking scalable solutions to emerging drone threats.

The partnership is expected to deliver mutual benefits: Ukraine will provide its operational experience and technological know-how in drone defense, while Saudi Arabia and other Gulf partners can contribute financial investment and advanced missile defense capabilities.

Zelenskyy emphasized that enhancing regional stability in the Middle East would also contribute to broader global security, stating that Ukraine’s role in this collaboration extends beyond bilateral interests.

The agreement signals a deepening of strategic ties between Kyiv and Riyadh, as both countries look to address evolving security challenges through innovation and cooperation.
