Washington: President Joe Biden announced he has appointed William M. Russo to serve as Assistant Secretary of State for Global Public Affairs at the U.S. Department of State.
William Russo is the Acting Principal Deputy Assistant Secretary of State in the Bureau of Global Public Affairs. Prior to that, he served as the Bureau’s Deputy Assistant Secretary for Strategic Messaging from January 2021 until April 2022. Russo previously served at the Department of State as Advisor to then-Deputy Secretary Antony Blinken from 2015-2017.
Russo formerly served as the Deputy Communications Director for Press on the Biden-Harris campaign. Earlier, he served as the Spokesperson for President Biden at the conclusion of his vice presidency in the Obama-Biden Administration. Russo began his time in government service in the Office of then-Vice President Joe Biden, working in multiple roles including Senior Advisor to then-National Security Advisor to the Vice President, Jake Sullivan, as well as on the National Security Council.
Originally from Exton, Pennsylvania, Russo holds an M.A. in Environment, Development, and Policy from the University of Sussex in Brighton, England, and an Honors B.A. in Political Science, History, and English from the University of Delaware.
