Karachi: We the Executive Committee members of FPCCI 2021 have observed with great regret that the present management of FPCCI (Office bearers) has miserably failed to perform to discharge its duties and carry out its responsibilities in FPCCI causing a great deal of frustration amongst the trade bodies across Pakistan and business community at large. In view of great resentment, frustration, dissatisfaction, and disappointment of the Member Bodies and Members General Body of FPCCI we the Members of Executive Committee FPCCI serve you with this charge sheet to explain and clarify the following queries:-
1-Injustice with the elected Vice President of Small CCI and CCIs of Federal Area:
Mr. Nasir Manzoor Qureshi and Mr. Muhammad Nawaz elected Vice Presidents of FPCCI 2021 have been deprived from their legitimate rights and portfolios. Explanation is required.
2-Non Members being obliged unlawfully:
The ruling group in FPCCI has resorted to oblige its members based in Islamabad territory by allocating them office rooms in FPCCI capital office building which is unlawful act and sheer violation of rules. The members of FPCCI have also vehemently condemned this unlawful act. Moreover the persons being obliged are neither Office bearers nor EC member, having no legitimate rights, are exploiting all resources including the Human resources of FPCCI capital office Islamabad at the expense of FPCCI. These persons have been given different portfolios which are also in violation of the ToA and ToR 2013. Explanation is required.
3-Violation of HR Policy/Nepotism in appointments:
Two Additional Secretary Generals – one in Head office and other in FPCCI Regional Office Lahore with a salary of Rs 5 lac and 4 lac each respectively with fringe benefits who are relatives of office bearers. One has been given task of Act Secretary General in Head Office and other one as Regional Secretary Lahore. One Manager for Marketing and Media Department in Head Office with salary of Rs 1.5 lacs who is also close relative one of the office bearers. In addition to these 13 more have been appointed. All new appointments were made on the basis of nepotism and without HR policy. The new appointees are relatives and friends of office bearers. Explanation required.
4-Injustice with the Existing staff:
In the result of above new irrational and unfair appointments the existing senior officers either expelled or their seniority ignored resulting in a great deal of frustration, disappointment and suffocation among them. On the other hand the salary graph has also gone exceptionally high almost to one crore per month. Explanation required.
5-Depletion in FPCCI financial resources:
The revenue of FPCCI is now completely confined to rental income only from Head office as FPCCI miserably failed to organize its main revenue generating events i.e. Export Award Function and Achievement Awards Function for the last two years depleting its annual revenue to great extent.
Moreover the other sources of income that are Annual subscription from trade bodies and sale of Membership books are also not encouraging. The income from business councils has also gone to less than half. Hence FPCCI financial position is very alarming. Explanation is required.
6-Unnecessary substantial expenses:
Unnecessary expenses have further aggravated the financial health of FPCCI. Without realizing the financial position the unnecessary expenses have not been controlled rather they have gone to their peak.
Substantial funds of millions of Rupees released on account of unnecessary renovation / decoration / purchase of new furniture for office bearers room (more than one million), solar panel system at Head office without PPRA rules (more than 8 million Mr. Ather Chawla VP), construction of boundary wall of Peshawar office without PPRA rules (more than 10 million Mr. Zahid Shah) unnecessary renovation of capital office Islamabad (3 million Mr. Abdul Rehman). These expenses will further exorbitant and can’t be claimed from EDF as no PPRA rules followed. It is quite astonishing that all above work given to the relatives and friends of either office bearers or members name mentioned above. Explanation is required.
7-Vacant Floors Capital Office Islamabad:
The floors of FPCCI capital office Islamabad building are still vacant. No efforts made to rent them out. For the last two years no efforts were made to obtain completion certificate from CDA. Explanation is required.
8-Dormant/inactive Business councils of FPCCI and non-active in International/Regional Forums:
The unlawful present regime in FPCCI has also ruined the Business councils with different countries and FPCCI affiliation with regional and confederation chambers, members added. FPCCI lost the opportunity to have office bearer’s seat in ICCIA, CACCI, and SBC etc. Explanation is required.
9- Seminar/Conference on pre-budget and post budget:
FPCCI did not call any meeting or conduct any seminar/conference on pre-budget and post budget sessions, due to which a consolidated views and proposals of the private sector could not come forth for presentation to government for consideration. Explanation is required.
10-SME and Women Entrepreneurs:
It was also observed by the members that the unprofessional approach of illegitimate President of FPCCI has done nothing for SME sector and women entrepreneurs who are on the priority list of the government in economic activities. Explanation is required.
11-Non-inclusion of VPs/EC members in FPCCI Trade Delegation to Uzbekistan:
It was very irrational, unfair and astonishing that FPCCI management consciously ignored the names of elected VPs and EC members for inclusion in recent FPCCI Trade Delegation to Uzbekistan while Mirza Abdul Rehman who was convicted by NAB was selected in the delegation. That was not only injustice to elected representatives but a great irreparable damage to the reputation of FPCCI for inclusion of convicted persons. FPCCI vehemently seeks explanation
12-Un-official and secret visits of DGTO to FPCCI Head Office Karachi:
It was noted with great concern that DGTO made Secret visits to FPCCI Head Office Karachi in April and May and had secret meetings with Mr. Nasir Hayat Magon on election matters. FPCCI unofficial and secret interaction with DGTO has established considerable doubts amongst the GB and EC members regarding election issues of FPCCI 2020 which are under adjudication at DGTO office.
13-Mr. Ather Sultan Chawla VP is indulged in malpractices in FPCCI:
Since he is running a restaurant all catering service/ business of FPCCI is being handled by him but very poorly. The press and media had made a hue and cry for shortage of food provided by his restaurant at Iftiar dinner hosted by FPCCI.
14-Business partner of Ather sultan Chawla has also got software IT business of FPCCI on monthly lucrative amount.
